KRAIL

Gambling and Lottery Regulatory Commission — a central body of executive power with a special status that ensures state regulation of activities in the field of organization and conduct of gambling and lotteries.

The activities of KRAIL are directed and coordinated by the Cabinet of Ministers of Ukraine.

The main tasks of KRAIL: implementation of state policy in the field of organization and conduct of gambling, implementation of state policy in the lottery field, implementation of state supervision (control) over the gambling market, as well as in the lottery field*.

The activities of KRAIL are carried out in accordance with the laws of Ukraine, in particular:

• The Law of Ukraine "On State Regulation of Activities Regarding the Organization and Conduct of Gambling Games" (hereinafter - the Law) is a special (basic) law in the regulation of public relations in the field of organization and conduct of gambling games;
• The Law of Ukraine "On State Lotteries in Ukraine", which establishes the basic principles of state regulation of the lottery sphere in Ukraine with the aim of creating favorable conditions for the development of the lottery market based on the principles of the state monopoly on issuing and holding lotteries, ensuring the needs of the state budget, the rights and legitimate interests of citizens .

*Determined in accordance with the Regulations on the Commission for the Regulation of Gambling and Lotteries, which was approved by Resolution No. 891 of the Cabinet of Ministers of Ukraine dated September 23, 2020.

According to the Law, the principles of state policy in the field of organizing and conducting gambling games are:

• protection of rights, legitimate interests, life and health of citizens;
• ensuring compliance with the same gambling conditions for all players;
• ensuring the principle of responsible play;
• ensuring compliance with the principles of transparency, stability, openness, equality, fairness and objectivity during gambling;
• impossibility of external influence on the results of gambling games;
• support for the development of Ukraine's economy, social and cultural spheres, support and development of sports, medicine, education and science in Ukraine at the expense of revenues from gambling in Ukraine;
• prohibition of illegal influence on sports events and their results;
• security of personal data;
• struggle with game addiction (ludomania).

VISION (VISION) OF KRAIL: Ensuring an effective model of state regulation in the field of organization and conduct of gambling and lottery in order to achieve an optimal balance of the interests of the state, citizens and business, reducing social risks and protecting consumer rights.

MISSION KRAIL: creation and development of favorable conditions for legalization in the field of organization and conduct of gambling and in the lottery field, aimed at strengthening the systemic stability of the state economy and stimulating investments, ensuring the protection of citizens' rights, as well as integration into the world without threats to the security and national interests of Ukraine.
