HISTORY OF THE UKRAINIAN GAMBLING INDUSTRY

1990s: The “Wild West” of the Ukrainian gambling business.

In the early 1990s, casinos and gaming halls opened across the country without strict state control. This period can be called the “Wild West” of the Ukrainian gambling industry, as almost any entrepreneur with sufficient capital could launch their own gaming business.

Slot machines became especially popular, rapidly spreading throughout cities and even small towns. They were installed in cafes, bars and other public places, making gambling as accessible as possible. For many people, it was not only entertainment, but also an opportunity to get rich quickly.

However, the lack of licensing and state standards created many problems:

  • The growth of illegal business.

Some establishments operated completely outside the law, avoiding paying taxes.
• Fraud.

Low-quality equipment and tampering with machines were widespread.
• Social risks.

The availability of gambling has led to an increase in gambling addiction among the population.

Late 1990s: First attempts at regulation.

In the second half of the 1990s, the Ukrainian government realized the need to regulate gambling. The first steps towards creating a legal framework were taken: requirements for casino licensing appeared, and the process of taxing gambling establishments also began.

  During this period, large casinos began to open in Kyiv, Odessa, Lviv, and other major cities, becoming not only a place of entertainment but also a symbol of prestige. However, small slot machine halls continued to operate virtually unattended, creating an imbalance in the market.

2000s: Industry boom.

In the early 2000s, the gambling business was experiencing a real boom. According to data at the time, there were more than 10,000 halls with slot machines and hundreds of casinos operating in Ukraine. The gambling industry brought in huge revenues and attracted new investors.

However, the rapid development of the industry was accompanied by serious problems:

  • Lack of a unified control system. Licenses were issued at the regional level, which created an uneven playing field for business.
  • The growth of illegal establishments. Many entrepreneurs preferred not to register their businesses to avoid paying taxes.
  • Gaming addiction. In the absence of preventive programs, the problem of gambling addiction began to grow, especially among young people. During this period, the gambling industry was severely criticized by society and politicians. Many believed that the ease of access to gambling negatively affected social stability and contributed to the growth of crime.

2005 – 2008: Preparations for the ban. 

In the second half of the 2000s, the gambling business began to attract special attention from the government. The expansion of the network of gaming halls and casinos caused discontent among the population. Especially acutely

By 2007, a public consensus had formed on the need for stronger regulation. During this period, the first draft laws aimed at restricting gambling activities began to be developed.

The situation escalated in 2009 after a tragedy in Dnipropetrovsk, where a fire in a slot machine hall claimed the lives of nine people. This incident became the catalyst for radical measures.

2009: Complete ban on gambling.

In May 2009, the Verkhovna Rada of Ukraine passed a law banning gambling. All casinos, slot machine halls, and bookmakers were closed. This was a turning point in the history of the industry.

The main objectives of the ban:

  • Fighting illegal business.
  • Reducing social harm from gambling.
  • Creating a transparent and regulated system for the gambling market in the future.

However, the ban did not solve all the problems. Some operators went underground, while others moved online, where state control was minimal.

The period 1990-2009 was a key stage in the development of the Ukrainian gambling industry. From chaotic growth and lack of regulation to a complete ban– over these two decades, the market has gone through a difficult path, which subsequently led to a revision of approaches to its regulation.
